Culturele Overeenkomst tussen de Regering van het Koninkrijk der Nederlanden en de Regering van Japan
Artikel I
1. The two Governments will encourage the exchange between the two countries of scholars, teachers, researchers, students, artists, members of cultural and educational and research institutions and other persons engaged in cultural or educational and research activities.
2. The two Governments will encourage close cooperation between the cultural and educational and research institutions of the two countries.
Artikel II
Each Government will facilitate the establishment and development in its country of cultural institutions of the other country.
Artikel III
Each Government will endeavour to provide nationals of the other country with scholarships and other facilities for study or research in its country.
Artikel IV
Each Government will encourage in its country the teaching of and research into the history, including the historical cultural relations between the two countries, languages, literature, geography, economy, social welfare and culture in general of the other country at universities and other educational and research institutions.
Artikel V
Each Government will facilitate, to the extent possible, access to museums, libraries, archives, documentation centers and other establishments of a cultural nature in its country for the nationals of the other country who are visiting its country for study purposes.
Artikel VI
Each Government will encourage and facilitate the understanding of the culture, history, institutions and general way of life of the other country, especially by means of:
(a) (a) books, periodicals and other publications; (b) (b) radio and television programs; (c) (c) films, tapes, gramophone records and other audiovisual materials; (d) (d) fine arts, crafts and other cultural exhibitions; (e) (e) lectures, seminars and congresses; (f) (f) concerts and the performing arts; (g) (g) festivals and international competitions of a cultural nature.
Artikel VII
Each Government will encourage in its country the translation, reproduction and publication of literary, artistic, musical or academic works produced by the nationals or organizations of the other country.
Artikel VIII
The two Governments will facilitate exchange in the fields of the press, radio, television and cinematography.
Artikel IX
The two Governments will facilitate exchange in the field of youth affairs.
Artikel X
The two Governments will facilitate exchange in the field of sports affairs.
Artikel XI
The two Governments will encourage exchange in the field of the preservation of cultural assets.
Artikel XII
The two Governments will hold consultations with each other at the request of either of them, alternately in the Kingdom of the Netherlands and Japan, in order to review the progress of the cooperation and exchanges provided for in the present Agreement and to consider further measures for its implementation.
Artikel XIII
As regards the Kingdom of the Netherlands, the present Agreement shall apply to the part of the Kingdom that is situated in Europe.
Artikel XIV
The present Agreement shall be ratified and the instruments of ratification shall be exchanged at The Hague. It shall enter into force on the thirtieth day from the date of the exchange of the instruments of ratification.
Artikel XV
The present Agreement shall remain in force for a period of five years and thereafter until the expiration of one year from the day on which either Government shall give written notice of its intention to terminate the Agreement.
