Overeenkomst tussen de Regering van het Koninkrijk der Nederlanden en de Regering van het Verenigd Koninkrijk van Groot-Brittannië en Noord-Ierland betreffende het internationale vervoer van goederen over de weg
Artikel 1
The vehicles of carriers who are authorised in accordance with the national laws of one of the Contracting Parties shall be allowed, without any further authorisation for the carriage of goods being required, to enter temporarily the territory of the other Contracting Party for the purpose of engaging in the following kinds of road transport:
(a) (a) international goods transport between any point in that territory and any point outside that territory; (b) (b) the transport of goods in transit through that territory.
Artikel 2
Nothing in this Agreement shall be held to permit:
(a) (a) vehicles of carriers authorised in accordance with the law of the Netherlands to carry goods loaded at any point in the territory of the United Kingdom of Great Britain and Northern Ireland for delivery at any other point in that territory; or (b) (b) vehicles of carriers authorised to carry goods in accordance with the law of the United Kingdom to carry goods which are loaded at any point in the territory of the Kingdom of the Netherlands for delivery at any other point in that territory.
Artikel 3
Drivers of the vehicles referred to in Article 1 of this Agreement shall observe the traffic laws and standards of conduct for all road users and the regulations governing working hours, driving hours and rest periods in the territory in which they are driving.
Artikel 4
In the event of any infringement of the provisions of this Agreement by a carrier established in either country, the Contracting Party in whose territory the infringement occurred may notify the other Contracting Party, which may take such steps as are provided by its national law.
Artikel 5
(1). Vehicles of carriers authorised to carry goods in the territory of one Contracting Party, or trailers or semi-trailers towed by such vehicles, when used for that purpose in the territory of the other Contracting Party, shall comply with the regulations in force in that other territory with respect to the maximum weights and dimensions of vehicles, unless special dispensation has been given by the competent authority of that Contracting Party that such maximum weights and dimensions may be exceeded.
(2). A trailer or semi-trailer registered in the Netherlands and being temporarily imported into the United Kingdom for purposes connected with the carriage of goods shall be deemed to comply with the relevant provisions in force in the United Kingdom as respects the lighting, equipment and construction of such vehicles on condition that the trailer or semi-trailer and any combination of vehicles of which it forms a part comply with the relevant provisions of the Convention on Road Traffic concluded at Geneva on 19th September, 1949, or of any international convention replacing or amending that Convention to which both the Netherlands and the United Kingdom are parties.
(3). A trailer or semi-trailer owned or operated by or on behalf of a person who is a carrier authorised in the United Kingdom and being temporarily imported into the Netherlands for purposes connected with the carriage of goods shall be deemed to comply with the relevant provisions in force in the Netherlands as respects the lighting, equipment and construction of such vehicles on the condition in paragraph (2) of this Article.
Artikel 6
The competent authorities of the two Contracting Parties shall consult each other on all problems arising from the implementation of this Agreement.
Artikel 7
(1). With respect to the Kingdom of the Netherlands, this Agreement shall apply only to the territory of the Kingdom in Europe.
(2). With respect to the United Kingdom of Great Britain and Northern Ireland, this Agreement shall apply to England, Wales, Scotland, Northern Ireland and Gibraltar
Artikel 8
(1). This Agreement shall enter into force thirty days after the Contracting Parties have informed each other in writing that the measures necessary to give effect to the Agreement in their respective territories have been taken.
(2). The Agreement shall remain in force for a period of one year after its entry into force, and shall continue in force from year to year unless denounced by one of the Contracting Parties. A Contracting Party desirous of terminating the Agreement shall give three months' notice thereof to the other Contracting Party.
