Overeenkomst inzake economische en technische samenwerking tussen het Koninkrijk der Nederlanden en de Arabische Republiek Egypte
Artikel I
The contracting Parties shall encourage and promote the economic and technical cooperation between their respective countries, within the framework of their laws and regulations and taking into account their international obligations.
Artikel II
(1). The Contracting Parties shall in particular encourage initiatives which may lead to the conclusion of contracts and arrangements between enterprises and organizations in the Kingdom of the Netherlands at the one side and enterprises and organizations in the Arab Republic of Egypt at the other side, which provide for economic and technical cooperation.
(2). They shall facilitate, within their possibilities, the implementation of such contracts and arrangements on the basis of mutual benefit.
Artikel III
(1).
The Contracting Parties recognize that in the framework of this agreement cooperation may include inter alia:
(i) (i) the execution of projects and works of common interest, amongst others the construction of industrial and agricultural installations and the extension of existing installations; (ii) (ii) the establishment of joint-enterprises in the two countries, as well as in third markets, in the fields of industry, agriculture, trade and communications; (iii) (iii) the exchange of know-how, of technical documentation and information, joint research and development; (iv) (iv) the arranging of consultations and conferences between specialists.
Artikel IV
The conditions governing particular projects of economic and technical cooperation shall be agreed upon between the respective enterprises and organizations, in accordance with the relevant laws and regulations of the two countries.
Artikel V
The Contracting Parties agree to establish a Joint Committee on economic and technical cooperation composed of representatives of the two countries.
The Chairmen of the Joint Committee shall be for the Kingdom of the Netherlands, the Netherlands Minister of Economic Affairs and for the Arab Republic of Egypt, The Egyptian Minister for Economy and Economic Co-operation, if the agenda of the meeting so requires and the two Parties so agree, or their Nominees.
The permanent members would be the representatives from appropriate Government Departments. Experts and advisors from both private and public sectors may be called upon at the request of either side, to attend the committee meeting.
The joint committee shall:
i) i) discuss any matter pertaining to the implementation of the present Agreement, ii) ii) explore the fields in which they consider the cooperation between the two countries might be broadened, iii) iii) make recommendations in cases the implementation of the Agreement might be furthered.
The Joint Committee shall meet at least once a year alternately in Cairo and in The Hague.
Artikel VI
As regards the Kingdom of the Netherlands, the present Agreement shall apply to the Kingdom as a whole, unless the Government of the Kingdom of the Netherlands notifies the Government of the Arab Republic of Egypt to the contrary within a month after the entry into force of the present Agreement.
Artikel VII
(1). The present Agreement shall enter into force on the first day of the second month following the date on which the Contracting Parties have informed each other in writing that the procedures constitutionally required therefore in their respective countries have been complied with, and shall remain in force for a period of 10 years.
(2). Unless notice of termination has been given by either Contracting Party at least six months before the date of the expiry of its validity, the present Agreement shall be extended for an indefinite period, each Contracting Party reserving the right to terminate the Agreement upon notice of at least six months.
(3). Any such termination shall have no effect on the fulfilment of contracts made under the provisions of the present Agreement.
(4). Subject to the period mentioned in paragraph (2) of this Article, the Government of the Kingdom of the Netherlands shall be entitled to terminate the application of the present Agreement seperately in respect of one or more of the constituent parts of the Kingdom.
