Artikel 1

The Government of the Kingdom of the Netherlands shall put at the disposal of the four Governments together a sum totalling f 500,000 (five hundred thousand guilders). The Mekong Committee, created to act on behalf of the four Governments, shall determine, in consultation with the Government of the Kingdom of the Netherlands, and in accordance with the provisions contained in the following articles, how the sum shall be used.

Artikel 2

The Mekong Committee shall be able to purchase goods in the Kingdom of the Netherlands to a total value of the sum mentioned in Article 1. Requests for contribution of goods will be submitted by the Executive Agent of the Mekong Committee to the Netherlands Ministry of Foreign Affairs, represented for this purpose by the Permanent Representative of the Kingdom of the Netherlands with the Economic Commission for Asia and the Far East in Bangkok.

Artikel 3

Payments for goods contributed by the Government of the Kingdom of the Netherlands shall be made by the Netherlands Ministry of Foreign Affairs.

Artikel 4

The goods purchased shall become the joint property of the four Governments at the moment of their delivery to the Mekong Committee, which shall furnish the Netherlands Ministry of Foreign Affairs with a signed receipt for each delivery.

Artikel 5

It is understood that all goods contributed by the Government of the Kingdom of the Netherlands will be used for Mekong Committee Projects only.

Artikel 6

The four Governments give an undertaking that the goods contributed by the Government of the Kingdom of the Netherlands as stipulated above shall be imported, for specific use as defined above, into any of the four countries, and transported between them, without payment of import or transit duties or taxes or similar impositions.

Artikel 7

This Agreement shall enter into force on the day on which it has been signed on behalf of each of the five Contracting Parties.
