Overeenkomst tussen het Koninkrijk der Nederlanden en de Arabische Republiek Egypte inzake het Nederlands Instituut voor Archeologie en Arabische Studien te Kairo
Artikel 1
The Netherlands Institute of Archaeology and Arabic Studies, hereinafter referred to as "the Institute", shall be an institution that has legal personality under Egyptian law and is established in Cairo by the University of Leiden.
Artikel 2
The object of the Institute shall be to promote Egyptology, archaeology, papyrology and Hellenistic and Coptic studies as well as Arabic studies in the broadest sense.
Artikel 3
In order to achieve this aim the Institute:
a) a) shall regularly issue publications on subjects related to the scientific studies referred to in Article 2; b) b) shall administer a library for the study of these scientific topics; c) c) shall offer hospitality and where possible provide assistance to Netherlands citizens who are staying in the Arab Republic of Egypt for the purposes of study or research, or both, and may similarly offer hospitality and where possible provide assistance to persons other than those of Netherlands nationality who are staying in the Arab Republic of Egypt for the purposes of conducting scientific research on behalf of or in cooperation with Netherlands institutes for scientific research; d) d) shall cooperate with Netherlands archaeological expeditions, the Institute's building acting as base; e) e) shall in general make its facilities available for the purposes of disseminating information on Netherlands science and culture.
Artikel 4
The general management of the Institute and the management of research conducted in it shall be the responsibility of a Board of Governors consisting of not more than nine members. The following persons shall be members of the Board:
a) a) a professor of Arabic from the University of Leiden; b) b) another professor from the University of Leiden; c) c) a representative of the National Museum of Antiquities in Leiden; d) d) members of the research staff of Netherlands universities.
Artikel 5
The day-to-day management of the Institute shall be the responsibility of the Director of the Institute.
Artikel 6
The Government of the Arab Republic of Egypt shall grant the Director and the Netherlands staff of the Institute as well as members of their families all facilities related to their entry into and stay in Egyptian territory, in accordance with the legislation of the Arab Republic of Egypt, notably with respect to the provision of residence and work permits free of charge to the above-mentioned persons of Netherlands nationality.
Artikel 7
The Government of the Arab Republic of Egypt shall exempt the Director and the Netherlands staff of the Institute and the members of their families from customs duties and other import taxes or duties on new or used household effects and personal belongings imported into Egypt within six months of their arrival, provided that such goods are re-exported from Egypt at the time of departure or within such period thereafter as may be acceptable to the Government of the Arab Republic of Egypt.
Artikel 8
The Government of the Arab Republic of Egypt shall make provision for the duty-free importation or purchase from bond by the Institute of one motor-vehicle, provided that such vehicle, if sold to a person not likewise privileged, shall be subject to customs duties according to Egyptian law.
The Government of the Arab Republic of Egypt shall make provision for the duty-free importation or purchase from bond by the Director or the Netherlands staff of the Institute of a motor-vehicle within six months of first arrival in Egypt, provided that such vehicle, if sold to a person not likewise privileged, shall be subject to customs duties according to Egyptian law.
Artikel 9
The Institute shall enjoy the following fiscal privileges, which do not include the amounts payable for services rendered:
a) a) exception from all taxes, charges and payments for acquisition, whether or not there is any valuable consideration, and use of land and buildings intended to serve as the seat of the Institute; b) b) exemption from import duties and all other charges on the import of furniture, teaching and research material, and books and publications needed for the setting up and functioning of the institute.
Artikel 10
The Egyptian authorities shall provide all administrative facilities required for the distribution outside Egypt of publications produced under the responsibility of the Institute.
Artikel 11
This Agreement shall enter into force on the first day of the second month after the date on which both Governments have informed each other in writing that the procedures constitutionally required therefore in their respective countries have been complied with.
Artikel 12
With respect to the Kingdom of the Netherlands, this Agreement shall apply solely to the part of the Kingdom in Europe.
Artikel 13
This Agreement shall remain in force for an initial period of three years. If it has not been denounced three months before the date of its termination, it shall be tacitly renewed for periods of two years at a time.
Each Government shall then have the right to denounce the Agreement at any time by giving three months' notice to the other Government.
